New funding safeguards for Kentucky teachers

When Kentucky’s teacher retiree health fund reaches 100% funding, specified employer health contributions shift to cover unfunded pension costs. If health funding later falls below 95%, those payments return until it reaches 100%; both shifts start the next fiscal year after the annual review. When both pension and health funds are fully funded, the retirement board must recommend lowering, pausing, or ending certain contributions, including member health payments. Recommendations must pass an actuarial review, and cuts to two specified medical-fund contributions cannot exceed 2.025% and 1.25% of yearly pay, respectively. Contribution rates do not change unless the General Assembly acts.
