The law creates a nuclear project grant program run by the Kentucky Nuclear Energy Development Authority. Each grant is capped at $2 million. The University of Kentucky can use up to $8 million for grants in fiscal year 2025–2026. This comes from $20 million provided annually to the university for an investment fund. A grant subcommittee sets eligibility and scores applications on investment, local economic impact, community readiness, and additional project funding.
The law dedicates $2 million to the Laser and Photonics Technology Program at the Pigman College of Engineering in Paducah. The money comes from the University of Kentucky’s $20 million annual funding for an investment fund. It supports the university program, not direct payments to students or households.
The law repeals Kentucky’s earlier financial assistance program for nuclear energy projects. Businesses and other applicants can no longer seek aid through that program. The repeal also removes its process for checking and handling assistance requests.
