The Special School District board can authorize the superintendent to choose free textbooks and other learning materials. These materials are for students enrolled in schools and programs under the board’s control. Choices must follow Louisiana Department of Education guidelines.
The Special School District board selects the superintendent and must arrange a performance review every year. The board sets policies and delegates duties; the superintendent or a designee handles district administration and carries out those policies. The board can hire a superintendent recruiting service under the Louisiana Procurement Code. Officials and organizations required to submit board nominees must send their lists to the governor by August 1 each year. The law removes the requirement for at least one governor-appointed member from each public health region. It also removes the limit of two members from any one region.
The law removes the Special School District board’s listed powers to buy land or equipment and improve facilities. It also removes listed powers to lease district property, sell or exchange unneeded property, and issue program certificates or diplomas. Cooperative education agreements with other public agencies need the superintendent’s recommendation and board approval. Approval is limited to funds specifically set aside for those agreements. The law removes the board’s broader power to make other contracts it considers necessary.
