Bill Overview

Analyzed Economic Effects

4 provisions identified: 2 benefits, 2 costs, 0 mixed.

New math requirements for teacher certification

Beginning September 1, 2028, applicants who complete an approved Louisiana teacher education program must meet new math-skills requirements for certification. Applicants seeking initial certification for kindergarten through grade 8 can complete the required semester hours or approved numeracy training. Training must fit their certification area and have approval from Louisiana's education department and state education board.

Teachers can receive math training stipends

Public school governing authorities can pay teachers a stipend for numeracy training completed outside their normal workday. They can also offer a stipend along with training time built into the job. Stipends are optional, and the law sets no payment amount or date.

Math teachers get classroom coaching support

Louisiana public school governing authorities must provide on-site numeracy coaches for math teachers in at least kindergarten through grade 3. Coaches demonstrate evidence-based lessons, co-teach or observe instruction, and give feedback. State and federal money can support the law's numeracy requirements only for spending allowed by the applicable funding rules. Implementation depends on the Louisiana Department of Education designating and allocating funds; the law sets no dollar amount. The state education board must adopt rules to carry out the requirements.

Teachers must complete math skills training

Teachers in grades 4–8 must complete at least one approved numeracy course by August 1, 2025. Kindergarten through grade 3 teachers must complete at least one by August 1, 2027. An approved course completed within five years before the applicable deadline counts; older courses do not. Teachers must give proof to their employing school. Teachers hired after July 31, 2025, for grades 4–8, or July 31, 2027, for kindergarten–grade 3, must document completion within two years of employment.
