Commercial vehicle discounts require cameras and tracking

Beginning January 1, 2026, Louisiana commercial vehicle policies issued or renewed must offer qualifying vehicles a liability premium discount. Fleet vehicles qualify too. The discount covers bodily injury and property damage liability, not collision or comprehensive coverage unless the insurer includes them. Savings must be backed by claims data or other relevant insurance risk factors; the law sets no fixed amount. Vehicles need a dashboard-mounted camera capable of continuous 1080p recording of the road ahead. They also need a system that collects and sends real-time driving data, including speed, braking, and mileage. Both systems must meet state technical standards, support data verification, work at policy issuance or renewal, and stay in continuous use. Insurers can request installation and operating proof and must verify compliance yearly through a driving-data summary or signed statement. Failure to maintain working equipment ends the discount at the next renewal unless compliance is restored. Surplus lines insurers are excluded; state rules can exempt insurers that show a discount is not justified for their policies. Insurers must report vehicle counts, total savings, and observed claim changes to the insurance commissioner by March 1 each year. The commissioner must report to legislative insurance committees by June 1 each year, starting June 1, 2027. The commissioner can adopt implementation rules, and insurers that knowingly violate the law face penalties.
