Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Permanent raises for Louisiana school employees

The law requires permanent annual base raises of $2,250 for certificated school employees and $1,125 for noncertificated employees, plus related benefits. It covers Louisiana public school systems, including charter schools, that participate in the Teachers’ Retirement System of Louisiana. The raises depend on adoption and effectiveness of the constitutional amendment in HB 473 of the 2025 Regular Session. They start the school year after the salary section takes effect, subject to appropriations and available funding. Systems must use retirement contribution savings caused by the state's payment of certain unfunded retirement debt. Raises must appear in salary schedules, cover employees on approved leave, and cannot replace existing pay or supplements. Covered employees are identified through official staffing data as of October 1 of the school year receiving the increase. Systems must report implementation by December 31 that year; the education department reports to legislative education committees by March 1 afterward.

Limits on leftover school retirement savings

After fully funding required raises and related benefits, school systems can spend leftover retirement savings only on listed uses. These include staff in critical-shortage areas, summer enrichment staff, early childhood programs for at-risk children, school security, and technology. Shortage areas include special education, grades 6–12 math and science, and other areas defined by the state education board. Systems can also provide extra raises, with uniform amounts within each employee group: certificated and noncertificated. Extra raises must include related benefits and employees on approved leave. The law sets no leftover funding amount or required share for each use; spending remains subject to appropriations and funding availability. Systems must report any excess savings spent by December 31 of the year a raise is provided.

Required math training with optional teacher stipends

Louisiana public school math teachers in grades 4–8 must complete an approved numeracy course by August 1, 2025. Kindergarten–grade 3 math teachers must finish by August 1, 2027. Approved courses completed within five years before the applicable deadline count, and teachers must document completion to their school. Grades 4–8 math teachers hired after July 31, 2025, have two years after hiring to document completion. Kindergarten–grade 3 math teachers hired after July 31, 2027, have the same two-year deadline. The law does not extend teachers’ normal workday. Schools can offer stipends for training outside normal hours or combine stipends with training during work time. Stipends are optional, and the law sets no amount. The law sets March 1, 2024, as the deadline for the education department's approved-course list. School boards must report completion numbers and percentages by May 1, 2026, and annually afterward, with data included in school progress profiles. The state education board must adopt implementation rules; allowable state and federal funding remains subject to appropriations and availability.
