Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 1 costs, 0 mixed.

New license limits and codes for noncitizens

Louisiana’s motor vehicle office cannot issue driver’s licenses or state IDs to noncitizens who are not lawfully present. Lawfully present noncitizens can receive either, but their cards must show a restriction code once the system supports printing it. If the system cannot support the codes, any upgrade must add that ability; the law sets no upgrade deadline. The office must adopt rules for checking citizenship and immigration status and assigning the code.

Voting notices and record sharing for noncitizens

Louisiana’s motor vehicle office must mail noncitizens an official notice saying they cannot register or vote in Louisiana. The notice must warn that trying is a felony carrying up to a $2,000 fine, two years in prison, or both. It must include French, Hindi, Mandarin, Spanish, Tagalog, Vietnamese, and any translations federal law requires. The office must keep records of notice recipients and send the required data monthly to the Secretary of State. This sharing supports voter list maintenance and must follow an agreement between the two offices.
