New conservation grants for private landowners

The law creates the Louisiana Conservation Incentive Program to help private landowners improve wildlife habitat and manage native species. Eligible work includes forest improvement, adding water on farmland for wintering waterfowl and wetland birds, and managing private wetlands. Prescribed burns and feral swine control also qualify. The Department of Wildlife and Fisheries must set application and project selection rules. The program starts when a specific appropriation for implementation takes effect; grants require a program appropriation in each award year. The law sets no grant amounts or automatic yearly funding. A dedicated Conservation Fund account holds program money, including gifts and grants, and keeps unspent funds and investment interest under constitutional rules. The department can also seek federal grants and other public or private funding.
