Bill Overview

Analyzed Economic Effects

5 provisions identified: 4 benefits, 1 costs, 0 mixed.

Louisiana courts receive annual operating funds

Beginning July 1, 2025, the law sets a $220.42 million base budget for Louisiana courts for fiscal year 2025–26. This amount is subject to separate budget adjustments. It funds the Supreme Court, appeals courts, district courts, and other courts and court programs. Support covers salaries, insurance, judicial retirement, drug and specialty courts, and court information systems. The money supports court services, not direct payments to households.

Judiciary supplements require sufficient reserves

Beginning July 1, 2025, the law authorizes supplements paid in equal monthly installments for fiscal year 2025–26 only. The amounts match those authorized in Louisiana’s 2024 Act 775; this provision does not list them. The judiciary must pay from its own resources. Payment requires the Louisiana Supreme Court and Judicial Budgetary Control Board to certify that reserves are sufficient.

Louisiana courts get technology and security upgrades

Beginning July 1, 2025, the Supreme Court receives $6 million from the Modernization and Security Fund. Allocations include $350,000 for courtroom audio/video equipment and $1.1 million for security fencing. Another $2.125 million replaces aging technology and security systems, while $1.825 million funds courthouse security projects. The remaining $600,000 funds a public portal for the Louisiana Protective Order Registry Case Management System. The portal money is available only if HB 461 of the 2025 session becomes law.

More court program funding for families

For fiscal year 2025–26, the law adds $390,000 for Court Appointed Special Advocates, which serves children in dependency cases. It also adds $150,000 for Families in Need of Services. The total increase is $540,000 from the State General Fund. This money supports programs for children and families, not direct household payments.

Louisiana courts face operating funding cuts

The law cuts State General Fund support for Louisiana courts by $11.87 million for fiscal year 2025–26. The Judicial Budgetary Control Board must adopt the cut plan, or the Louisiana Supreme Court must approve it. The law does not specify which services lose funding or impose a direct household charge.
