Bill Overview

Analyzed Economic Effects

7 provisions identified: 0 benefits, 6 costs, 1 mixed.

Higher sewage inspection fees for borrowers

The fee for a covered sewage inspection or related request rises from $100 to $150. This applies to sewage treatment and connected systems when the request concerns a loan for an existing home or commercial property. The person requesting the inspection or related service pays.

Higher license fees for sewage workers

Sewage installer, maintenance, and combined installer-maintenance licenses each cost $150 a year, up from $100. The person seeking the license pays the fee. A combined license costs $150, not two separate fees.

Jazz Fest vendors face fees, rules

Food and beverage vendors at the New Orleans Jazz and Heritage Festival pay a $25 permit fee each. The law removes the festival's exemptions under the prior law. Vendors must follow the applicable state sanitary code rules.

Higher fees for residential sewage manufacturers

The one-time fee for each individual sewage system installed for residential use rises from $100 to $150. The manufacturer pays unless the health department authorizes a listed representative, distributor, franchise, sales outlet, or agent to pay.

Manufacturers and distributors pay certificate fees

Covered manufacturers and distributors pay $15 for each export certificate or certificate of free sale the health department issues. The fee applies when their operations fall under the department's authority or their products are subject to its rules.

Medical marijuana retailers pay annual fees

Each of the ten authorized medical marijuana retail permit holders pays $22,500 for each annual permit renewal. The fee applies to permits to sell marijuana recommended for therapeutic use.

Facility applicants pay for review speed

Covered applicants pay $100 in advance for health department plan reviews, in addition to permit fees. This covers permits for new facilities, operations, or establishments, and substantial renovations to existing permitted ones. Applicants can instead pay $1,000 for a complete review within five business days after the department receives the plan and fee. These review fees exclude public water supply systems, commercial treatment facilities, community sewage systems, and swimming pools.
