Beginning with tax periods starting January 1, 2025, the enhanced Angel Investor Tax Credit equals 35% of eligible investments. Applications must have been received on or after July 1, 2020. Investments must meet program requirements and federal opportunity-zone requirements under 26 U.S.C. 1400Z-1. Alternatively, investments qualify through a Louisiana Entrepreneurial Business in a parish with fewer than 50,000 people. Parish population is based on the most recent federal census taken every 10 years.
The base Angel Investor Tax Credit equals 25% of a qualifying investment. Eligible investments are capped at $720,000 per business each year and $1.44 million per business overall. For tax periods starting in 2025, approved credits apply against income tax for the period earned. They also apply against corporation franchise tax for the following period. For periods starting January 1, 2026, claims are no longer split equally over two years; they apply only against income tax for the period earned.
Beginning with tax periods starting January 1, 2025, professional services businesses can qualify for the Angel Investor Tax Credit Program. Business plans must show that more than 50% of sales will come from outside Louisiana. Businesses must mainly work in energy and process industries, logistics, aerospace and defense, agribusiness, professional services, life sciences, or technology. Businesses mainly engaged in retail, real estate, gaming or gambling, natural resource extraction or exploration, or financial services remain excluded. The financial-services exclusion includes venture capital funds.
Louisiana can grant $3.6 million in base credits and $3.6 million in enhanced credits yearly—a $7.2 million total. Starting January 1, 2026, unused annual base-credit allocations no longer roll into later years. Base-credit allocations accumulated before that date remain available until used, and unused enhanced-credit allocations can still roll forward. The department can grant or reserve credits only while unused amounts remain available. No new credits can be reserved after June 30, 2026.
Participating Louisiana Entrepreneurial Businesses must submit a report to Louisiana Economic Development. Reports cover investment sought and its planned use, employee and payroll figures, and expected job and payroll additions. Businesses must also report patents, federal awards, Louisiana college or university partnerships, business location, and prior-year revenue. The department can request additional information.
