Beginning August 1, 2025, Louisiana explosives license applicants must pay the department’s costs for background investigations and criminal history checks. This applies to applicants who manufacture, sell, distribute, use, blast, or handle explosives. The law does not state the charge, so applicants’ exact costs are unknown.
Beginning August 1, 2025, knowingly and intentionally making, possessing, or controlling a bomb without the required explosives license is illegal. Bombs include explosive mixtures with detonators or initiators and unassembled materials that can form a bomb; fireworks are excluded. The law also defines explosives to include gunpowders, blasting materials, detonators, fuses, and other materials capable of ignition in specified quantities or packaging. General violations carry a fine up to $10,000, up to 20 years in prison at hard labor, or both. The maximum fine rises to $20,000 within an enhanced security zone and within 100 feet of a government-permitted parade, demonstration, or gathering; the prison maximum stays 20 years. These zones cover public spaces in areas with over 15 million annual visitors, a sports or entertainment venue holding over 75,000 people, a convention center with over 1 million square feet of exhibition space, and a land-based casino. They include New Orleans areas within the French Quarter Management District, Downtown Development District, and New Orleans Exhibition Hall Authority Economic Growth and Development District.
