Ongoing premium help for Maryland young adults

Beginning July 1, 2025, Maryland’s Health Benefit Exchange can set aside money for young adult health insurance subsidies for 2026 onward. The ongoing funding authority removes the prior yearly ceiling of $20 million plus unspent subsidy money from earlier years. The Exchange sets yearly eligibility and payment rules. Actual help depends on those rules and available money; the law guarantees no household a specific subsidy amount.

Funding limits young adults’ premium help

Beginning July 1, 2025, Maryland’s Health Benefit Exchange may choose whether to establish and run the young adult subsidy program. It must consult the Maryland Insurance Commissioner and obtain approval from the Exchange Board. The Exchange cannot run the program in any calendar year without money distributed from the designated insurance assessment. These limits can leave young adults without program subsidies; they do not require individuals to pay a new charge.
