Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

BWI firefighters get funding and contract protections

Each State budget must fund uniformed BWI Airport firefighters’ work agreements for the next fiscal year, including agreements set through arbitration. The budget statement must list changes in wages, hours, fringe benefits, health benefits, and other work terms. Current agreements remain in force until a replacement is agreed to and ratified, or adopted through arbitration. The law sets no specific funding amount or pay increase.

BWI firefighter arbitration includes wage limits

The State and uniformed BWI Airport firefighters’ representative must seek agreement by September 30 in the year their contract expires. A joint declaration of deadlock, or no agreement by October 1, triggers final offers from both sides within 48 hours. Both sides must select an arbitrator within five business days after exchanging offers. The arbitrator must choose one side’s final offer by December 15, and the decision binds both sides. Wage terms remain subject to State budget limits, and the State and employee representative split the arbitrator’s costs equally.
