Beginning July 1, 2025, Montgomery County allows each holder up to two Class BD-BWL alcohol licenses. The second location must average more daily receipts from food sales than from alcohol sales. Multiple BD-BWL licenses can cover the same premises or be held by the same person. The overall cap remains 10 licenses per holder, including any Class H-BW and Class B-K licenses. Each BD-BWL license costs $3,500 annually. It allows beer and wine sales for drinking on-site or elsewhere, but liquor sales only for drinking on-site. For initial licenses and renewals, establishments must swear that food will be sold on-site throughout alcohol-serving hours. The county licensing board sets the required food types by regulation.
