Beginning October 1, 2025, Maryland Waiver Advisory Council members are entitled to expense reimbursement under state travel rules. Reimbursement depends on funding in the state budget, and the law sets no dollar amount. Members receive no pay for serving. The council may also arrange travel as needed for members with disabilities.
Beginning October 1, 2025, Maryland creates a Waiver Advisory Council within its Developmental Disabilities Administration. It advises on Medicaid waiver program design, services, and quality, while giving priority to input from people with lived experience. Its work must focus on each person's needs, diversity, equity, inclusion, and evidence-based, data-driven problem solving. The Health Secretary appoints voting members, including 21 people with lived experience participating in an Administration program. Membership also includes two providers that coordinate community services, plus representatives of other organizations and service roles. Six family members include three with self-directed service experience and three with traditional service experience; together, they must represent every region. The council must meet every two months, with public access, video recording, disability accommodations, and time for public comment. Meeting locations must be public at least two weeks ahead. Members must receive notices and agendas at least one week ahead, and minutes within two weeks afterward. Co-chairs may call additional meetings or decide a virtual meeting is needed. The Administration must provide staff, and the Health Department must maintain a webpage with meeting dates, times, agendas, documents, and recordings. The law does not directly change household benefits or costs.
