Bill Overview

Analyzed Economic Effects

2 provisions identified: 0 benefits, 1 costs, 1 mixed.

License violations delay counselors' regular Maryland licenses

Beginning October 1, 2025, temporary telehealth license holders face a licensing penalty for violating Maryland's counselor licensing law. The Board cannot issue them a regular Maryland license under that law for at least 2 years after the violation. This rule ends September 30, 2028.

Temporary telehealth counseling for out-of-state college students

Beginning October 1, 2025, Maryland offers temporary licenses for out-of-state counselors to provide clinical professional counseling through telehealth. Students must be out-of-state residents enrolled at, and living at or near, a Maryland college or other higher education institution. Their counseling relationship must already have lasted at least 6 months. Counselors must be authorized and in good standing in another state, but not already authorized to practice counseling in Maryland. They must apply and meet Board qualifications; the Board must set application fees and license conditions. Each license lasts 6 months and cannot be renewed. The law ends September 30, 2028.
