Maryland lawmakers can authorize congressional map review
The law submits this constitutional change to Maryland voters at the November 2026 general election. Upon voter approval, lawmakers gain authority to let the Supreme Court of Maryland hear congressional map challenges directly. The court receives that authority only when the General Assembly separately grants it.
Maryland voters decide state district rules
The law puts a constitutional amendment before Maryland voters at the November 2026 general election. Adoption requires support from three-fifths of all elected members in each legislative chamber and statewide voter approval, without separate local approval. Upon voter approval, the amendment expressly applies district standards to elections for Maryland's Senate and House of Delegates. Districts must be connected, compact in shape, and have substantially equal populations. Mapmakers must also consider natural boundaries and local government boundaries.
Maryland congressional maps follow federal rules
The law submits this constitutional change to Maryland voters at the November 2026 general election. Voter approval is required before the change takes effect. Under the amendment, Maryland's Constitution, including its Declaration of Rights, supplies no rules for congressional district boundaries. Applicable federal law determines those boundary rules instead.
