The law creates a separate fund for the University of Maine tick lab, run by the Cooperative Extension. Investment earnings stay in the fund, and any unspent money carries forward each year. State dollars in the fund can only pay for lab operations, like supplies, staff, equipment, travel, and education. Donor-directed gifts must be used as the donor said, for lab operations. For fiscal year 2026–27, the law authorizes $108,623 in spending from lottery proceeds for the lab.
The State Liquor and Lottery Commission must launch a tick lab instant lottery by July 1, 2026, in consultation with the University of Maine Cooperative Extension. Tickets cost $4, and the commission can change the price later. Each year, 20% of the game’s net proceeds go to the tick lab fund. The other 80% go to the state General Fund. The tick lab fund is now on the list that can receive lottery payments.
