Limits on excess school fund balances
School administrative units must carry forward their year-end general operating fund balances. They can use the money next year or spread it over up to 3 years. Any unallocated balance above 5% of the prior year’s school budget reduces the state and local share used to compute state subsidy. For fiscal years 2021–22, 2022–23, 2023–24, and 2024–25 only, the threshold is 9% instead of 5%. These rules are in law as of June 9, 2025.
