Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Grants favor high-wage preapprenticeships

The Department runs competitive grants for certified preapprenticeship programs. At least 51% of all grant dollars must go to programs that meet three tests: strong results with historically marginalized communities; steady placement into registered apprenticeships that pay a total package of at least $35.00 per hour at graduation; and strong support services. The $35.00 minimum rises on January 15, 2026 and each January 15 after by the CPI-W Northeast Region August increase, rounded to the nearest 5 cents. Priority also goes to programs with direct entry into registered apprenticeships and training for high-wage, in-demand jobs.

Stipends and supports for trainees

The Maine Apprenticeship Program funds certified preapprenticeship programs to give supports and cash stipends. Grants can pay for child care, transportation, training materials, tools, and safety gear. They can also reimburse other costs to attend and help you get ready for on-the-job learning in a registered apprenticeship. Funds can also support program development and staffing.

No grants for weak job outcomes

Programs are ineligible for these grants if they cannot prove their graduates work in the same field within six months of finishing. Programs are also ineligible if they cannot prove their graduates are represented by a labor organization. This narrows who gets funding and steers money to providers with verified results.
