Diaper stations in state restrooms

The law requires diaper changing stations in public restrooms of state-owned buildings that are built or remodeled after the law takes effect. Stations must be safe, sanitary, and accessible to people with disabilities. If the only station is in a gendered restroom, the state must add a station in another restroom or provide a family or gender-neutral restroom by January 1, 2029, or when funding allows, whichever comes first. Some restrooms are exempt if a clear sign points to another restroom with a station, if remodel costs are not feasible (not for new construction), or if install conflicts with historic-preservation rules or the state building code. The state may accept outside funds for stations and provides $15,000 in FY 2025-26 and $15,000 in FY 2026-27 to install them.
