Direct buys from Maine producers

State institutions may buy directly from Maine producers, even outside state contracts. They can sign off-contract deals by commodity and pay up to 15% above the contract price. Short-window, seasonal items count as 'opportunity buying.' These flexibilities take effect January 11, 2026.

More state buying from Maine producers

The law sets a program to increase state buying of Maine food. By 2030, at least 30% of food purchases by certain state institutions are Maine-grown or made. Covered buyers are the Department of Corrections, the two state psychiatric centers, and Maine Veterans' Homes. The commissioner names a coordinator, may create an advisory group, and must set rules, baselines, and benchmarks. The department reports progress to the Legislature every two years. These requirements take effect January 11, 2026.
