Cheaper state land for affordable homes

The Land Bank can transfer surplus state property below market value to people or groups that sign a contract to build or fix affordable housing. The homes must serve low- and moderate-income households and be kept for that use. The Land Bank must write technical rules, including who can get financing under the related sections. This lowers land costs for projects and helps more affordable homes move forward.

Land Bank gets first option on surplus land

State agencies must first offer surplus land and buildings to the Land Bank. The Land Bank has 30 days to say in writing if it wants them, and the price cannot be above market value. If a local housing authority serves the community, it has 45 days to show interest before other buyers. The state makes a yearly list of its land, shares it with the Land Bank and lawmakers, and reviews it with the Land Bank before any sale. They can hold surplus sites in trust for redevelopment, the Land Bank is authorized to use them, and this process takes priority over other disposal methods.

More properties qualify for redevelopment help

The law adds more types of property that qualify for redevelopment. Property is eligible if a government says it is surplus or it lacks capacity to redevelop it. It also covers any land the state lists as surplus under its surplus-land process. This expands the pool of sites the Land Bank and partners can use.
