Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 1 costs, 1 mixed.

Sprinkler mandates eased for some venues

The law forbids requiring automatic sprinklers in existing noncommercial places of assembly that hold 100 to 300 people. It also bars sprinkler requirements for existing commercial venues open 50 days or fewer each year, such as bars with live music, dance halls, nightclubs, festival spaces, and restaurants. Owners of qualifying spaces avoid sprinkler installation or retrofit costs.

Breaking fire-safety rules is a crime

Violating a rule issued by the Commissioner under this section is a Class E crime. It is a strict liability offense, meaning you can be guilty even without intent. People and businesses must follow these fire-safety rules or face criminal charges.

New RV fire-safety rules and oversight

The State Fire Marshal can set fire-safety rules for recreational vehicles defined by NFPA 1192. Sprinkler rules get extra legislative review, while other fire rules follow the routine process. The Office must also notify the Legislature’s housing committee before proposing to adopt NFPA 1192 by rule. These steps expand RV safety rulemaking and add more oversight on sprinkler-related rules.
