Limits on Rockland port eminent domain

Beginning April 25, 2025, the Rockland Port District cannot take city property or public-service facilities by eminent domain. It can do so only if the Legislature later passes a law that clearly allows it.

Rockland port can borrow up to $6M

Beginning April 25, 2025, the district can owe up to $6,000,000 at one time, up from $600,000. For bonds, it must retire at least 7.5% of each issue each year after the first two years, or set aside at least 7.5% in a sinking fund. Bonds and notes can pay interest twice a year and can be callable. The treasurer must sign, and the president must countersign, all notes and bonds.

Rockland port adds aquaculture, tax-free facilities

Beginning April 25, 2025, the Rockland Port District supports sustainable aquaculture and other marine industries. It also continues to run docks and wharves for passenger and freight service. The district can buy, lease, or take land and waterfront property it needs for these uses. Property the district holds for these uses is not taxed. The city of Rockland can sell or give such property to the district and can transfer money it raises for these projects.
