Keep simulcast betting sites open, with limits

The commission can let an already approved simulcast site keep operating at its location even if the track moves to a new county. This applies only if the new track is in a neighboring county, not in a county with a licensed casino, and not in or next to a town with an off‑track betting site. A section 271 licensee using this allowance cannot get approval for any more sites. The commission can also give provisional approval while a town’s decision is pending; it lasts until the town decides or December 31, 2025, whichever comes first. If the town denies before December 31, 2025, operations must stop on the denial date; otherwise they end on December 31, 2025.

One paragraph on site approvals repealed

The law removes the second blocked paragraph in the state’s rules for approving harness betting facilities. This deletes that specific text from the approval rules and may change how approvals are applied under current law.
