Disaster aid and loans for towns

Beginning June 9, 2025, when the President declares a disaster in Maine, the Governor can seek federal help for local governments. The Governor can apply for federal public assistance to fund emergency work and to fix or move public facilities. The state can pledge up to 25% of the total public assistance requested. A local government can be required to pay up to 10% of its public facility damage, but not more than 10% of its annual operating budget, not counting school budgets. The Governor can also apply for a federal loan for a local government that will lose tax and other revenue and needs help to keep services running. The loan request cannot exceed 25% of that local government’s annual operating budget for that year. After three full fiscal years, if revenues still do not cover expenses, including disaster costs, the Governor can ask the federal government to cancel part or all of the repayment.
