Bill Overview
Analyzed Economic Effects
4 provisions identified: 1 benefits, 2 costs, 1 mixed.
New retirement plan for Bangor firefighters
Beginning October 1, 2026, firefighters at Bangor International Airport get a special retirement plan, if the federal government pays the full employer cost. You qualify for service retirement after 25 years of creditable firefighter service; service before 2026 can count. Only some purchased credits count toward the 25 years: repaid refunds for firefighter time and credits bought under section 17760. Other purchased credits do not count. Your yearly benefit equals 50% of your average final pay, plus 2% more for each year of membership service not used to meet the 25-year rule.
New payroll rates for firefighter pensions
Starting October 1, 2026, members in these firefighter positions pay 8.65% of earnable pay into the plan until they reach 25 years of service. After 25 years, the rate is 7.65%.
Old plan ends September 2026 for Bangor firefighters
Current inclusion under the existing retirement setup for Bangor International Airport firefighters continues only through September 30, 2026. It applies to those employed on July 1, 1998 or hired after, and only while the federal government pays the full employer cost each year. After September 30, 2026, that prior setup ends.
State funds pension shift at Bangor Airport
The law provides a one-time $522,078 General Fund payment in fiscal year 2026-27 to the Maine Public Employees Retirement System to cover added pension liability from this change. It also allocates $1,759 from the Federal Expenditures Fund in fiscal year 2026-27 for personal services to support plan participation at Bangor International Airport.
