Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 1 costs, 1 mixed.

E-bike incentives for low-income commuters

The law lets the trust add electric bicycles to the incentive program. If added, only low- or moderate-income people or entities serving them can get help. The e-bike must be your main way to commute. You must buy or lease for at least 36 months from an eligible provider.

High-priced small EVs lose incentives

Cars with a gross vehicle weight rating of 6,000 pounds or less and an MSRP over $55,000 are not eligible. If you buy such a car, you cannot get the incentive. This cap applies only to cars 6,000 pounds GVWR or less.

More EV sellers and purchase rules

The law lets certain out-of-state dealers, licensees, and original makers count as eligible sellers. Incentives apply only to battery electric or plug-in hybrid vehicles. You must buy or lease for at least 36 months from an eligible provider. You must register the vehicle in Maine when the law requires it. The trust sets incentive amounts and may limit how many incentives a person can get.
