New fund and partnerships for homeless veterans
The state creates a nonlapsing fund to prevent veteran homelessness. It can take state, federal, and private money. The bureau uses it to reimburse partner groups that provide transitional housing and to pay landlords or others to prevent homelessness. Work follows four priorities: find homeless veterans; secure temporary or permanent homes in their communities; pay partner groups; and hold yearly outreach events. Partner groups must run core homelessness and veteran programs and have at least 2 years of work in Maine, with priority for Maine‑founded groups. The bureau can set rules, including who counts as a veteran and how agreements and payments work.
Veteran housing partnerships now optional
The Director may choose whether to set up partnerships for transitional housing for homeless veterans. Before, the Director had to run this program. This change can make availability less certain across the state.
