The law requires a statewide market pay study every four years for state employees. The bureau must issue an RFP, hire an experienced contractor, and compare pay with private and public employers in Maine, other New England states, and other states as needed. The study and a report must go to the Appropriations Committee, the State and Local Government Committee, and state employee bargaining agents. The schedule sets September 30, 2024 as the first deadline, then every four years after (next due September 30, 2028). Starting in 2024, the bureau also must conduct a full job classification plan review every ten years, using a contractor, to make needed updates.
The State Controller must transfer $2,000,000 on or before June 30, 2027 from the Salary Plan program to the General Fund’s unappropriated surplus. This money funds the required market pay studies and classification reviews. The law also provides a one-time $2,000,000 General Fund appropriation in fiscal year 2026-27 to the Administration, Human Resources program (0038). That appropriation pays a consultant to finish the studies and reviews before September 30, 2028.
