Rent help and rules for very low-income renters
Maine now offers eviction-prevention rent help statewide. You must have income under 30% of area median income, not use a federal housing voucher, live outside subsidized housing, show a current lease or similar proof, and have rent within the local standard. You can get up to $3,000 per household each calendar year. Payments go straight to your landlord and are capped at $300 per month, except security deposits for a new lease. You must verify you still qualify every 6 months.
Local agencies offer case management and jobs help
Local agencies run the program and must have experience with similar aid. They must be able to help renters look for jobs. The program funds staff for wraparound and navigation services, case management, and language access. Staff work to ensure fair access, follow program rules, and connect renters to other supports.
Housing Stability Fund setup and 2025–2027 funding
The state creates the Housing Stability Fund inside the Maine State Housing Authority. The fund can take state, federal, and private money, and unused money carries forward. The law provides $1 million in 2025–26 and $1 million in 2026–27 as one-time General Fund money, plus a base $500 each year if private funds are received. Local administrators must hold administrative costs to 10% or less and total delivery plus administrative costs to 25% or less, keeping more money for rent help.
State keeps more deed tax revenue
For fiscal years 2025–26 and 2026–27, registers of deeds send 90.8% of deed tax collections to the State Tax Assessor and counties keep 9.2%. Payments are due by the 10th of each month for the prior month.
