Clear interim plan for Auditor vacancies
When the State Auditor’s office is vacant while the Legislature is not in session, the deputy auditor performs the duties. The President of the Senate, or if that office is vacant the Speaker of the House, must immediately appoint someone to fill the job. The appointee serves until the Legislature meets and either confirms the appointment or chooses another person to finish the term.
Stricter qualifications for State Auditor and staff
The law sets higher standards to serve as State Auditor. The Auditor must be a CPA or a college graduate with at least 6 years as a professional accountant or auditor, including 5 years of auditing and 4 years in a supervisory role. An elected Auditor must also hold a related professional certification or a finance-focused business degree; if not already a CPA, CISA, or CIA, the person must earn one within 2 years after being sworn in or the office becomes vacant and that person cannot be reelected by the same Legislature. The deputy auditor, director of audits, and assistant director of audits must be qualified or have passed the CPA, CISA, or CIA exam; unqualified people may only serve in these supervisory roles temporarily, for up to 9 months.
