New grants expand after-school programs

The law creates a DHHS grant program to grow before-school, after-school, and summer programs. It serves school-age kids, especially ages 5–13 and at-risk groups. Eligible providers include community nonprofits, libraries, and statewide youth groups. Statewide groups may subgrant to local nonprofits and must oversee them. Subgrantees cannot also get direct grants. DHHS gives priority to programs that cut barriers like transport and fees, serve homeless or foster youth and students with disabilities, offer weekly programs, use trauma-informed care, and cover many regions.

State rules and oversight for grants

DHHS sets rules for who can apply, how awards are made, and what grant funds can pay for. DHHS may use third-party administrators, posts application materials, and lists awards on its website. Grantees must keep separate accounts and may spend at most 10% on administration. Grantees must not discriminate based on race, color, religion, ancestry, age, sex, sexual orientation, gender identity or expression, national origin, disability, or use of service animals. After any funded year, DHHS sends a report by February 1 listing applicants, awards, numbers served, and money details.

Funding and limits for program grants

The law creates a separate, nonlapsing fund for the program. It can take public and private money, and balances carry forward. It sets a base allocation of $500 in fiscal year 2025–26 and $500 in 2026–27 to establish the fund. DHHS awards grants only when money is appropriated or allocated, and a grant cannot exceed a program’s total operating cost. DHHS cannot start the program until lawmakers provide enough funding for grant awards.
