Maine guidance on repeat insufficient funds fees

The state Bureau of Financial Institutions must issue written guidance to Maine state‑chartered banks and credit unions. It covers charging more than one fee for failed withdrawals when the account has insufficient funds. The Bureau reviews FDIC and NCUA guidance and consults statewide bank and credit union groups before drafting it. The guidance is due no later than January 1, 2026. The law does not ban fees, but it clarifies and may reduce extra charges.
