New DOT mobility group for nondrivers

The law creates a Maine DOT working group on access and mobility. Members include the DOT, DHHS, Education, and Labor commissioners or designees. It also includes the Office of Community Affairs and statewide advocates. Advocates include groups for older adults, people with disabilities, and low‑income people. A public transit association, a statewide access coalition, and a youth‑led group also serve. One member has lived experience using DHHS nonemergency rides. The group picks a chair and vice‑chair. DOT can form subgroups and hire consultants to support the work.

Plan for mobility hubs and funding

The law requires the group to deliver an implementation plan with a timeline, budget, staff, and work plan. It defines mobility management and who faces transportation insecurity, and examines mobility management hubs for nondrivers. DOT, DHHS, Education, Labor, and others coordinate funding to reduce duplication and improve access. The plan uses federal guidance and reviews the USDOT/FTA 2023–2026 plan and Maine’s Strategic Transit Plan 2025. It lists services and regional structure, and identifies funding needs and sources, including FTA 5310 and 5311 grants. It also estimates any appropriations the Legislature should consider.

Report to Legislature by Feb 2026

DOT must send the plan, any needed bills, and estimated appropriations to lawmakers by February 1, 2026. The Transportation Committee may then report legislation to the Second Regular Session of the 132nd Legislature.
