New housing innovation group starts now
The law creates an 11-member Housing Production Innovation Working Group. It includes two senators and two representatives from the Housing and Economic Development committee. It also includes two commissioners, two state office directors, or their designees, and three industry members. The Senate President, House Speaker, and Governor appoint the industry members. At the first meeting, members elect two chairs by majority vote. Chairs must be among the listed officials, their designees, or industry members. The Department of Economic and Community Development provides staffing, despite Joint Rule 353. As an emergency law, it takes effect when approved.
Study new building methods to cut costs
The group studies ways to cut housing costs and speed building. It reviews modular, component, and 3-D printed construction. It examines rules, finance, codes, inspections, licensing, training, and transport barriers. It consults with builders, manufacturers, developers, trades, trainers, regulators, lenders, and Maine researchers. This study duty takes effect when approved.
