Artists can sell; towns set safe limits

The law protects vendors of expressive matter. Your town cannot ban you from selling or performing expressive works. Expressive matter includes books, newspapers, paintings, prints, photos, sculptures, and performances, even if you do not ask for money. Items that are only ads, sales pitches, or purely commercial are not covered. Towns may set time, place, and manner limits for health, safety, sanitation, park protection, disability access, and to protect public use of natural areas. Limits on hours cannot be overly restrictive. Towns with rules that already meet these standards do not need new laws.
