Gas utilities must inspect every gas main and meter they operate. The Public Utilities Commission sets how often, but at least once every 3 years. Utilities must report how many leaks they find and what they did to fix them. Reports must include the street location of each leak, but not customer names or addresses. The commission posts these reports on its public website.
The commission checks whether gas utilities follow the inspection and reporting rules. The commission decides how often to do these checks. The commission can adopt routine technical rules to run and improve this leak program.
Beginning by April 1, 2026, and every year after, the commission sends a report to the Legislature’s utility committee. It lists each gas utility, the number of leaks last year by street, and actions taken to fix them. The report leaves out customer names and addresses and is posted on the commission’s website.
