Bill Overview
Analyzed Economic Effects
4 provisions identified: 1 benefits, 0 costs, 3 mixed.
How groups may use proceeds
Licensed or registered groups can use sealed‑ticket and beano proceeds to pay people who run the games and to cover costs that support the group’s purpose. They cannot use proceeds to buy alcohol or pay for events where alcohol is served. Direct payments to members are generally barred, but help for a serious illness, injury, or casualty can be approved; it may be denied if the person has adequate support. Groups must post a clear sign at the game showing net revenue in dollars and cents, how much went to charity and its percent, and the percent of net revenue distributed for the previous and current year.
New help and partner beano
Beano helpers can mark your cards while you take a restroom break. This help is not allowed in high‑stakes beano. Two players can also choose to play as partners.
Clear rules and tribal licenses
Federally recognized tribes can be licensed or registered to sell sealed‑ticket games and run dispensers. The ticket must hold the element of chance, not the dispenser. The law defines sealed‑ticket games, including carryover jackpot series, and says they count as games of chance. It also broadens who counts as a distributor, so more sellers must follow distributor rules.
When and how tickets sell
Licensed sellers can offer sealed‑ticket games only when the game is registered and the license or registration is posted. Sales can run from two hours before to two hours after a beano game. Tickets priced at $1 or less are allowed. A volunteer who sold beano materials before the game can play. But groups with a limited dual beano registration still cannot sell sealed‑tickets jointly.
