Maine study on skilled nursing for kids
The law directs the Maine Developmental Disabilities Council to convene a work group with the Department of Health and Human Services and the Maine Center for Disease Control and Prevention. It studies statewide gaps for children who need skilled medical care and their families. Members include MaineCare and public health staff, two parents, home health and private duty nursing agencies, a pediatric clinician, children's behavioral health, the State Board of Nursing, and the council. The group counts how many children need skilled nursing; who is eligible or getting services; who gets fewer hours than entitled; and who is on waiting lists in each county, including those on multiple lists. It recommends how to collect missing data, meet unmet needs, pay families when professionals are not available, consider MaineCare rule changes or a federal waiver, and ensure needed medical assessments. The council staffs the group and must deliver findings and any proposed laws by January 31, 2026; the committee may file a bill. The law adds no new funding and does not change current benefits yet.
