Clearer rules for picking committee members
Most Budget Advisory Committee members are still chosen by municipal officers in a district caucus. The law makes clear that the legislative seat and the unorganized territory seat follow their own selection rules, not the caucus. A municipal officer who is elected to the committee may name a designee to serve in the officer’s place.
New voting seats for lawmakers and unorganized areas
The law adds a voting seat for a resident of the unorganized territory, chosen by county commissioners for a 3-year term. That person must live in the unorganized territory, not be a current county employee, and not have worked for the county in the past 3 years. It also makes the Washington County legislative delegation’s pick a voting member starting by October 15, 2025, for a 2-year term and every odd-numbered year after. Before that date, the delegation’s annual pick is nonvoting. If the legislative member resigns, the delegation picks a replacement by majority vote, and it may replace a member by a two‑thirds vote.
