Commission members and meeting rules
The commission has 15 members. Seats include two Senators and two House members, hospital and provider representatives, an insurer, a purchaser group, a consumer, a lawyer, and two state health officials. Seats are appointed by the Senate President and the House Speaker. The first‑named Senate and House members serve as chairs. All appointments must be made within 30 days after the law takes effect, and appointing authorities must notify the Legislative Council. After all appointments, the chairs convene the first meeting; if most seats are filled but not all after 30 days, the chairs may ask the Legislative Council to let the commission meet.

The law takes effect when approved because it includes an emergency clause.
New commission to review health care deals
The law creates a commission to review how major health care transactions and service changes are regulated. It studies certificate of need rules, including adding review for service shutdowns and changing dollar triggers. It examines oversight of ownership transfers among hospitals and providers, and the role of private equity and real estate trusts in hospitals. The commission may hold hearings, invite experts and the public, and use best practices from other states. It must send findings and draft bills to the Joint Standing Committee on Health Coverage, Insurance and Financial Services by January 15, 2026.
Support, input, and funding for commission
The Legislative Council provides staff support to the commission. Staff help is not available when the Legislature is in regular or special session. The commission may invite stakeholders, including the Maine Health Data Organization, to share data and expertise. It may seek outside funding for study costs, but the Legislative Council must approve any contributions.
