New commission to expand dental care access
The law creates a commission to expand access to oral health care. It studies new paths to license foreign-trained and out-of-state dentists in Maine. It reviews state laws and rules, looks at best practices, and can hold hearings. It writes guidelines for full and conditional licenses and supports before Board of Dental Practice steps. It sends findings, recommendations, and draft bills by January 15, 2026.
Staff help and expert input for commission
The Legislative Council provides staff help to the commission, except while the Legislature is in session. The commission can invite outside experts to meetings and subcommittees. Examples include the University of New England College of Dental Medicine and the Maine Public Health Association. This support helps the commission get solid facts and run its work.
Who serves and how the commission meets
The law sets 11 members and names who appoints each seat. Leaders are the first-named Senate and House appointees. Members include two Senators and two Representatives. It also includes a Board of Dental Practice member, a Maine Dental Association rep, a federally qualified health center rep, a Maine-licensed dentist, a foreign-trained dentist, a Maine Dental Hygienists’ Association rep, and a state regulator. All appointments must finish within 30 days after approval, and appointers must notify the Legislative Council. After all seats are filled, the chairs call the first meeting; if a majority are named after 30 days, the Legislative Council can allow meetings. The law takes effect when approved, so the 30-day clock starts at approval.
