The law expands the board to 12 voting members. The Governor appoints 10 voting trustees and names two voting state commissioners from different departments. At least 7 trustees must come from nominees in Androscoggin, Cumberland, or Sagadahoc, with at least 3 tied to Brunswick and at least 1 tied to Topsham. One trustee must come from a preapproved list from the Brunswick town council. Terms are four years, with staggered initial one‑, two‑, three‑, and four‑year slots. People who hold an elected municipal, county, or state office cannot serve.

Midcoast redevelopment: jobs and environment first

The law resets the Midcoast Regional Redevelopment Authority’s goals. It makes recovering economic and total job losses in the primary impact community an intermediate goal. It makes the long‑term goal to maximize reuse and redevelopment of former base property. It also adds a clear goal to protect the environment and nearby residents during redevelopment.

Environmental covenants on all authority land

The law makes all authority land subject to the Uniform Environmental Covenants Act. The board must put environmental covenants in place for every property by January 1, 2027. A specific state development rule no longer applies to projects on authority land. These steps add long‑term environmental protections while also easing some project review on authority sites.
