Beginning April 1, 2026, pharmacies and stores with a pharmacy cannot sell or give away tobacco. They are not eligible for a retail tobacco license at those locations. The ban includes vending machines and free samples. Breaking the rule is a civil violation with fines up to $2,000 per day, and each day counts as a separate offense. Pharmacy means a retail pharmacy under Maine law (Title 24-A, §4347(19)).
Beginning April 1, 2026, 175‑mill cigarette tax stamps are sold to licensed distributors at a 0.66% discount. The Tax Assessor provides stamps after a distributor files the required cigarette tax return. Payment can be deferred up to 30 days only with a bond of at least 50% of the sale price and if cigarette taxes stay current. If full payment is not made within 30 days, no more stamps are sold until the overdue amount is paid.
