Funding and reimbursements for cannabis council
Council members get expense reimbursement under state rules. Payments come half from the Adult Use Cannabis Regulatory Coordination Fund and half from the Medical Use of Cannabis Fund. The law provides $11,754 each year in FY2025‑26 and FY2026‑27 to pay these expenses ($5,877 from each fund per year). The Adult Use fund is a dedicated, nonlapsing fund the director uses to write rules, run and enforce the adult‑use program, hire staff or consultants, hold stakeholder meetings, and pay council reimbursements. The Medical Use fund can pay program administration, research, and council reimbursements when the Legislature allocates the money.
Permanent Cannabis Advisory Council formed
The law creates a permanent 12‑member Cannabis Advisory Council. It advises the cannabis director and the Legislature on medical and adult-use policy and coordination. Members include medical registrants, adult-use licensees, people in both, two municipal officials, two science or research members, one public health professional, and one public member, with geographic balance. The cannabis business advocate serves as a nonvoting ex officio member. Members serve three-year terms, up to two in a row. First terms are staggered (1, 2, or 3 years), and a first 1‑year term does not count toward the limit. The council elects leaders yearly and meets at least four times a year around the state and may take public comment.
