Energy project developers: guide and attestations

The law creates a Department of Labor fact sheet and technical guide for assisted energy projects of 1 megawatt or more in Maine. The guide explains wage-and-hour rules, contractor and subcontractor duties, employer obligations, and DOL enforcement and penalties. It also lists labor standards and benchmarks tied to priority in state energy bids. DOL updates and sends it to covered developers at least once each year. Before any site work, construction, retrofitting, or demolition, the developer and the chosen prime contractor must each sign and submit an attestation to DOL. They attest, under penalty of perjury, that they reviewed the materials, understand the rules, know compliance resources, and told all contractors and subcontractors. Attestations are due every year.
