Towns can form EMS and fire districts

Approved June 17, 2025, the law lets groups of towns vote to create an emergency medical services or fire district. A district is a quasi-municipal corporation. It can sue and be sued, adopt a name and seal, borrow money, and run EMS and fire services. Towns must agree on governance before the vote, including board seats, director terms, and the district’s fiscal year. The law does not set taxes or funding formulas.
